Terms of use
These terms cover reading this site and using its two enquiry forms. There are no reader accounts, no subscriptions to buy, and no payments on this site today, so nothing here describes them.

What you may do
Read anything published on the public pages, link to it, search the archive, and quote a short passage with attribution. No account is needed for any of that, and none can be opened here yet.
What you may not do
Do not attempt to reach member-only material without the membership it requires, or to work around the checks that keep it closed. Do not automate requests at a rate that degrades the site for other readers. Do not use the enquiry forms for unlawful content, for anyone else's personal data, or for bulk or repeated messages.
The forms are rate-limited to five submissions an hour from one connection, counted across both of them. A sixth is refused and told how long to wait; that refusal is a limit to respect, not an obstacle to route around.
The material on this site
Reports, page text, and the design of this site belong to The Salient or to whoever a page names. Reading a report grants no licence to republish it in full, to redistribute member-only material, or to present it as another party's work. Short quotation with attribution is welcome.
Access and membership
A member-only report is listed publicly and stays closed until the required membership is held. Membership plans are published with the capabilities each one grants, and a plan is shown as unavailable when no price is currently in effect. Self-service enrollment is not open, and contract access is arranged through an enterprise enquiry.
Enquiries
Submitting a form creates no contract, no membership, and no obligation to reply. An accepted submission means the enquiry was stored and an acknowledgement was queued, nothing more. The acknowledgement is automatic and promises no reply time.
Availability
The site is offered as it stands. Nothing here promises that it will be reachable at any given moment, or that a particular page or feature will keep working. Parts of it degrade deliberately rather than failing whole: when account status cannot be resolved, the public pages still render and say so.
Maintenance runs against the database daily, and any part of this site, including these terms, may change, be suspended, or be withdrawn.
What this draft does not say
These terms have not been read by a qualified lawyer. They name no country's law, no dispute procedure, and no limitation of liability, and they claim no security standard. Where a settled answer would need that review, this draft says nothing rather than guessing.
They will be replaced once they have been reviewed. How enquiry data is handled is described in the privacy notice.
